Why are certain pics low quality?

I'm not sure, could be a preview picture of a video.. the default is low quality,

Or it's an old picture?
Artificial blurred?

The Ripper isn't great,
It's just easy to use ????.
Don't have the patience to play with the settings for every picture that has a different scale\size
