The best way, from my point of view, it's using Handbrake. There are some built-in profiles to not only encode, but also downscale (reduce the resolution) if you wish.

My suggestion would be to keep the resolution, but use x.265 (or h.265) as codec. That should reduce the file size to around the half, or even less, without a noticeable quality loss.
